Does the latter explain the former? Seems like an
effective way to "encourage" the virus to develop
a resistance to that agent.

Yes, and I agree with you on that. I was thinking, though, that areas which have NOT used amantadine, where the bird flu has appeared and grown, such as VietNam and Indonesia, Thailand, that the H5N1 in those areas would not be resistant to amantadine, and I seem to recall reading some reports to that effect.
