I found this to be interesting.

"4. Whenever upon such roll call it shall be ascertained that a quorum is not present, a majority of the Senators present may direct the Sergeant at Arms to request, and, when necessary, to compel the attendance of the absent Senators, which order shall be determined without debate; and pending its execution, and until a quorum shall be present, no debate nor motion, except to adjourn, or to recess pursuant to a previous order entered by unanimous consent, shall be in order."

Now that would be worth seeing. I hope they are really "gentle" with Joe Biden.

That rule is for the full Senate. The relevant rules are those that I posted in #133, i.e. for the Foreign Relations committee.

This morning, when Lugar was asked if there would be a vote on Thursday, said that there were any number of parliamentarian gimmicks that could keep it from happening. He didn't mention what they were.

The rule that you mentioned is the one that would surely be exercised if there was a true filibuster of judicial nominees on the floor of the Senate.
