The memo was marked SECRET AND STRICTLY PERSONAL - UK EYES ONLY. The memo was prepared for Tony Blair not George Bush, who saw the memo 8 months later.
This Smoking Gun was supposed to bring down Tony Blair not W. Gee, wasn't there just and election in England? LOL.
