I don't get it, immunity from what?
Immunity from the laws of any country, including the United States. Volcker's position is that Parton could have ignored the Congressional subpoena without consequence. In Volcker's press conference he seemed to refer to two reasons for the immunity. One is the obvious, protection of individuals, the other is protection of the UN.
