If they bought the horses legally, it's their business what they do with them.

It is absolutely the business of the buyer. These horses are probably in poor health, unable to become domesticated, lame, etc. If the numbers of feral horses and burros are not managed then property damage and illness ensues. Most, if not all, of a horse is utilized in processing. There is very little waste.
