Cisneros pardon in 2001 was for lying to the FBI about payments to a former mistress.

As for what he is doing now, hopefully he is trying to figure out a way to testify against the Klintoons and not wind up a victim of the Arkansas Mafia.

Barrett's report is also said to allege that Justice Department officials snuffed out a tax case against Cisneros.

I thought he was president of Univision but apparently he couldn't keep that job either:

I figured at the time there had to be more to the story. Cisneros was, at the time, touted as one of the rising stars of the dims, more so than any I've seen hyped since and he went down from politics hard which usually means that for everything that we found out about there were a dozen more that didn't see the light of day.
