I know of at least one instance, for example, where ICE spent significant resources pursuing an investigation and coordinating with the FBI every step of the way, only to have FBI headquarters use the MOA to step-in at the last minute, demand control of the investigation, and unnecessarily delay a critical wiretap request.

This is frustrating but most everyone saw turf wars coming. Power is more important to many that protecting expendibles (us). That said, the cross referencing is vital as the terrorists have had many layers of activity. I know that in Southeast Asia, Drug trafficers deal in arms, human trafficing, financing, etc. On several levels, they look like traditional criminal groups but the facilitate the movement of Isdlamists and their weapons (see Hambali).
