Sad story, but maybe there is something in Sandra Day O'Connor referring to foreign law.
To my knowledge, this would never happen here in the US, once the male signs a birth certificate, he is held forever liable.

In California, he is held forever liable even if it's not his kid. I don't think they even care if he signs the birth certificate or not.
