Yes you are right that is the stated reason they say that the rate is 23% but they are call it a retail sales tax in the same breath and retail sales taxes are not inclusive they are exclusive. people don't think that way in terms of a sales tax they think of a straight forward percentage of the sale will be added on to the cost of the goods and to everyone I know that would sound like $23 on $100 not the $29 that you have because it's inclusive. It's decieving to the general public and serves as a easy point to attack for it's opponents. And
it causes people to distrust those promoting it.
