Paul actually said "I do not permit a woman to teach or have authority over man..." Paul did not say God says this. Women teaching in Church during those days was quite understandable as women were not allowed to learn. Paul was somewhat progressive in even allowing women to learn 'in silence'. I don't think you can make a conclusive case that women can not be allowed to teach or preach since there are several cases in the Bible where God used women to prophesize. In the other case where Paul says women should be silence in Church is often used out of context because Paul was referring to a specific problem of women asking questions to their husbands during Church and being disruptive. Certainly women should submit to the authority of men, but I think it is an extreme interpretation given the context to say that women are really barred from speaking in Church.
