What's not to understand? The Administration, through Laura Bush, is dissing a portion of its base (social conservatives, who are, in the view of the Administration, not needed) before a crowd made up predominantly of prominent and powerful Democrats and RINOs. He needs their support or at least a lesser degree of opposition from them to achieve his goals. It is absurd to believe that this was a spontaneous outburst of creative wit from Mrs. Bush. Nothing in Washington public events is casual. The elder Bush stumbled badly in 1990 when he agreed to tax hikes that may have caused his defeat to Clinton two years later. The younger Bush has better political instincts.
What is hard to understand are those who gush about the Bushes like the Democrats do about the Kennedys.
