Actually, no. The President hasn't put forth a "plan" of any sort. What he has done is put forth a list of general parameters he'd like a plan drafted by Congress to fit within, without providing the specific of how to accomplish them. There have been a few suggestions and examples, to point out feasibility, but he gave Congress a pretty wide latitude to accomplish the task as they see fit.
