Leon County, FL Grade = A
We recently changed our grade for Leon County Sheriffs from an F to an A
Why?
Over 18 months we conducted a series of tests and observations involving deputies from Leon County. We were recording using six observation vehicles. Our observations began with the presidential election. There had been complaints during the previous election about voter intimidation in Leon County by law enforcement personnel. During the 2004 presidential elections deputies maintained order without hindering voters. We personally witnessed deputies performing professionally and impartially during the election.
In addition to our monitoring of deputies during the election we also conducted several profiling test in Leon County over 6 months. Deputies passed the profiling test. Despite using several test vehicles, we found that deputies declined to stop our testers lacking a traffic violation.
Finally, we have received reports like this from contributors to our site that have witnessed deputies in action over the past few weeks.

One night two deputies who I will call Deputy C and Deputy B with the Leon County Sheriff's Office were checking abandoned apartment complexes when inside they came across a black male in his early 30's. The deputies found a crack pipe in the vicinity of the man but decided to let him go.
The very next night, while checking the same area, they came across the same man. When the deputies asked him if they could talk to him, he responded with a racial slur. Instead of C and B arguing back or taking action against him, they walked away, refusing to allow the man to get them to do something they would regret. The next night C and B were in the same area when they ran into the same man again. This time the deputies found a large volume of cocaine on his person and arrested him. C and B never abused the man, verbally or physically, even though they were repeatedly insulted during the encounter by several offensive remarks the subject made against them.
We salute the deputies for maintaining their professional demeanor and resisting the urge to use force in a situation where they were being insulted.

Often times these organizations do not appreciate the subtleties of operating in regions other than that which they are geographically connected. For example, it is highly unlikely they are aware of our Southern cultural imperative that some people just need killin'.

It seems to me the "personally witnessed incident" makes the case for arresting the fellow the first time, rather than wasting police manpower messing around with him for two more days when he ended up getting arrested anyway.

With only a trespassing charge? The crack pipe was 'in the vicinity' not on his person.
The guy wold have been on the street again before Officer's C and B finished their paperwork. No, no necessarily right, just real.

Imagine that. Cops didn't stop folks who didn't commit a violation, even though they were from some "minority" group! Why, back in my day, we arrested anyone who had even one non-Aryan ancestor. I even arrested myself on occasion.
