By using a minus they appear to mean 1978 B.C.

The page there titled "Phases of the Moon: 1901 to 2000" lists the dates for 1978 that are relevant to the comment that you quoted from Post #24

John Paul I.... He became pope on August 26, 1978, when the moon appeared exactly half full. It was in its waning phase.

The U.S. Naval Observatory matches your data:
New Moon: Aug 4 1 01
First Quarter: Aug 11 20 06
Full Moon: Aug 18 10 14
Last Quarter: Aug 25 12 18
Good catch. For the corrected record, the moon was waning, but it was waning crescent, not exactly half.
