3 hours?! My, my, my.
We have other dog owners on other threads who speak knowledgeably about snatching away their dog's dinner and not getting bit (very often).
Guess they're tougher than this guy.

I can see why they might want to mace a dog in the proper circumstance, but not a chahuhua/dachshund mix. If it's a problem, just step on it.

If it is anything like EVERYWHERE I have lived, the meter reder must enter the homeowners yard to read the meter. In my current situation, the meter reader has to open my gate and go into my back yard. Do you expect that dogs need to be on leashes while they are in a fenced in yard?
I don't have any idea what day of the month my meter is read, do you know when yours is read?

Agreed. Any dog can leave a painful bite, and the smaller ones like the chihuahuas are especially prone to attacking strangers.

I'm not going to spout the virtues of man's best friend, but your comment reminded me of something from this past weekend. My wife is chatting at the table on the back porch with the dog in tow. After finishing half of her steak & cheese, she dropped the remaining half down for the dog and kept talking. After several minutes she notice the dog had 'shoestring' slobber running from her muzzle to the ground. Then she realized that she had dropped the sandwich at the dog's paws, but hadn't given her explicit permission to eat it. Little things like that make you take a minute to appreciate your furry friend.

I carry pepper spray when I bicycle. I have even been know to go back just to spray a dog that is a hazardous nuisance. They never chase again once sprayed.
