I know someone involved in a Roman Catholic mission in Vladivostok and he tells me that government support of religion does not practically extend beyond the state sponsored Orthodox Church.

There are many other denominations allowed in Russia other than the ROC.

Of course, I know all religious denominations are "allowed" in Russia. In practice, though, I believe they are a far way from religious freedom and much of the mistreatment of religious groups is institutionalized.
