Some U.S. officials initially said they believed Moussaoui was supposed to have taken part in the attacks as the "20th hijacker." Others later said he was supposed to have been part of a "second wave" of attacks that were not carried out. From Reuters

I'm not sure how to read this one. yes, he is definitely linked to this. but this "second wave after 9-11" stuff, did OBL really think that after 9-11, they could pull off the exact same plot again? something is amiss here, I wonder if this guy has given up everything he knows?
