A new feature of Canada Free Press, the ongoing series combines McLeod’s investigative experience and communication skills with Hawkins’ brilliant research linking $40 trillion hedge funds, via an online portal on the 79th floor of One World Trade Center, to "disruptive technologies" developed by Canada for alleged use in the UN Oil-for-Food scam, 9/11 and Kyoto fraud.) This is the fourth in the series. We’ve all been had. The bottom has long since fallen out of the key group that master-minded the Kyoto Protocol credit scheme, but nobody seemed to have joined the dots. It all began with the flight of Canadian Maurice Strong’s Earth Council from Costa Rica as noted by the National Post’s Peter Foster in May, 2004. With no fanfare, the Earth Council landed in CH2M Hill’s Consumer Road Toronto office towers. The Costa Rican government has been pursuing the Earth Council for payment of U.S.$1.65 million, for the wrongful sale of a tract of land it imprudently donated to the Council. The land was donated to the Council by the Costa Rican government with the agreement that, if the Council moved, it would have to return the land. It was in 1996 when Costa Rica granted the Council the land in question. All Hell broke loose when it was discovered that the Earth Council sold the land that was not theirs to sell in the first place. "The government cried foul, and the Earth Council upped and departed the country, citing the drain of the legal fight." (Peter Foster, National Post). Not only was the Earth Council forced to bunk up with CH2M Hill, their hasty departure from sunny Costa Rica also seriously impacted the University of Peace where Maurice Strong was a prominent CEO. At last count, the University of Peace was destined to relocate to Toronto’s waterfront. Former Liberal MP Dennis Mills made a pre-federal election announcement with what he said was "the permission of Canada’s Prime Minister Paul Martin". About a year after the Earth Council hightailed it from Costa Rica, Strong set up offices just down the hall from those of UN Secretary General Kofi Annan, at UN Manhattan headquarters. At that time, accountants for former Costa Rican President Jose Maria Figueros, were pursuing Strong. The calendar moves ahead and now The US Attorney’s Office want to talk to Strong about oil-for-food, and he’s not in the best books of the Kekoldi Indians back in Costa Rica. Incredibly, while Strong was organizing the Earth Summit in Rio de Janeiro in June of 1992, in the same month of the same year, Costa Rica’s Ministry of Natural Resources were filing charges against Strong and his partner in Desarollos Ecologicos S.A., Julio Garcia for building the $35 million Villas del Caribe condo hotel on land located in the Kekoldi Indian Reservation and Gandoca-Manzanillo Wildlife Refuge–without official permits. Strong’s son ran the luxury hotel. But it is the carbon credits, devised for the Kyoto Accord that could be described as the biggest scam of all time that leads to the Canada Free Press lead, "We’ve been had". The accord may have been engineered in Kyoto, Japan but it was manufactured in sunny Costa Rica. The blueprint can be found in a May 9, 1997 Earth Council media release, First Global Environment Commodity Goes to Market. It happened at Braulio Carillo National Park, Costa Rica and was launched by former U.S. President Bill Clinton. Clinton welcomed Costa Rica’s launch of "the world’s first formal program to curb global warming through an international market in greenhouse gas emission reductions". "President Clinton’s remarks followed an announcement by Costa Rican President Jose Maria Figueros that his country would be introducing Certifiable Tradable Offsets (CTOs TM) to the international market. "Each issued CTO TM represents the halted or reduced emission into the atmosphere of one metric ton of carbon." Like carnival hucksters, the Earth Council and friends were selling carbon credits that were the equivalent of thin air. Proceeds from CTO TM sales would help finance Costa Rica’s further efforts to preserve and regenerate its tropical forests, with the specific intent of offsetting emissions from cars, industry and the burning of forests. According to the Earth Council media release, "a portion of future sales proceeds will also go towards the development of an "Earth Centre" in Costa Rica. A project of the Earth Council, the Earth Centre will be an environmental, education, science and entertainment facility envisioned as a "gateway" to Costa Rica’s national parks." How could this possibly be when the Earth Council took flight from Costa Rica? "The carbon certificates created by the Costa Rican government and U.S. companies provide a new way to finance these investments," President Clinton said. President Figueros saw the carbon certificate scheme as the creation of "the first tradable commodity of global benefit". The CTO TM program was introduced to the market through a strategic alliance between Costa Rica’s government, the U.S-based Centre Financial Products Limited and the Earth Council. "To initiate the market today, Centre Financial made the first U.S. purchase of CTOs TM in the amount of 1,000 metre tons of carbon (equaling the average carbon emissions of 900 U.S. cars," stated the Earth Council media release. The CTO TM creators said their credibility would be ensured by "an independent certificate process being developed with technical assistance from the World Bank." The Costa Rican office for Joint Implementation (OCIC) was working with Societe Generale de Surveillance (SGS), a world leader in inspection, testing and verification, to "certify" the offsets. Add to this mix, the entry of a Geneva-based entity called the International Emissions Trading Association (IETA), brought to the table by Strong and sponsored by the Earth Council. The Association is touted as having become one of the first "truly independent international verifiers of company emission reports and carbon credits" and can actually issue certificates that can facilitate trading. Already recruited by IETA are some 35 major companies, including BP, Shell, General Motors and Canada’s very own BC Hydro, previously called BC Electric before the utility’s alleged 1961 expropriation from its then-owner, Power Corporation of Montreal, and just one year before Maurice Strong entered stage left. From 1962 to 1966, Strong served as the President of Power Corp., assisted by his young protégé, a lawyer named Paul Martin [now Prime Minister of Canada]. In the controversial Kyoto credit scheme, companies are given certificates to emit fixed amounts of specific chemical compounds when it’s never been proven that man-made global warming is a real phenomenon. Government spy commissars would have to stand sentinel at smokestacks, similar to the one that sent white smoke from the Vatican announcing the emergence of Pope Benedict XV1. But the commissars’ job would be to monitor emissions so that offenders can be caught. Companies have been sold a bill of goods by an entity that exited the country where the non-commodities of "credits" were devised. Today, the Earth Council of Kyoto fame is nothing more than a skeleton staff and a bunch of files in the Toronto offices of one of the world’s largest environmental companies. Could it be that forensic researcher David Hawkins is right on the money when he says that what he calls the "Kyoto Kickback Kleptocracy" should be the number one issue in June’s expected Canadian federal election? Paul Martin hardly needs another scandal, but the news that Maurice Strong has stepped down from his UN post as special envoy to Korea in the wake of allegations related to the Iraqi oil-for-food debacle is potentially damaging on several fronts.

This week, Mr. Strong, a long-time mentor and associate of Mr. Martin, admitted ongoing links to Tongsun Park, a Korean lobbyist charged in connection with oil-for-food. Mr. Park previously enjoyed 15 minutes of infamy in the 1970s as the conduit for bribes to U.S. Congressional officials, an affair dubbed "Koreagate." This time, according to Paul Volcker's independent inquiry, Mr. Park transferred funds from Iraq to high-ranking UN officials.

Mr. Park has apparently admitted that he invested US$1-million in a Canadian company associated with the son of a UN official. Mr. Strong himself immediately came forward and declared that he was the official, and that the company was Cordex Petroleums. Intriguingly, other investors in the company included CSL Group Inc., the holding company controlled by Paul Martin (which was at that time being managed in trust). Cordex's directors included Bill Hopper, the ousted former head of Petro-Canada, the state oil company of which Mr. Strong was the founding chairman and CEO.

Mr. Strong is a man of enormous informal power within the "international community." A lifelong self-confessed socialist, he espouses apocalyptic alarmism as a rationale for a much more powerful United Nations. Paradoxically, however, he has always kept one foot in the capitalist camp via an array of often messy business dealings.

The fact that he would do business with the likes of Mr. Park has raised eyebrows. The Wall Street Journal wrote this week: "Even if Mr. Strong had the best of intentions, his decision as a high-ranking UN official to be involved in any business relationship with the star bagman of Koreagate suggests seriously odd judgment."

Mr. Strong has frequently claimed that his business problems have arisen from the fact that his public commitments -- including being an advisor both to Kofi Annan and his predecessor, Boutros Boutros-Ghali (who is apparently the other UN official implicated by Mr. Park) -- left him little time to concentrate on his personal affairs. Indeed, Mr. Strong once admitted to me that he had "neglected" Cordex while busy with the 1992 Rio summit and its aftermath. In a personal interview seven years ago, Mr. Strong said the Cordex situation had placed him in "financial difficulty."

"I was away and the only way for me to keep it afloat was for me to guarantee a loan.... After a while, we refurbished the company and got some more money."

Mr. Strong didn't mention the source of the money. However, according to Mr. Strong in interviews this week, Mr. Park's money wasn't used as a cash injection but in order to buy out another investor. It will be intriguing to discover who that investor was.

Cordex subsequently went bankrupt.

If Mr. Strong is exonerated in the matter of Mr. Park, the huge scandals roiling the UN can hardly leave him unmarked. This is the man, remember, who believes that the UN should have far more clout at the expense of the sovereignty of nations, who wants it to have taxing power, and an armed force.

As for the Cordex link with Mr. Martin and his holding company, it reminds us of Mr. Strong's influence on the Prime Minister. Where, for example, might Mr. Martin have come up with the idea for "global equalization," which amounts to the fulfillment of The Communist Manifesto? Indeed, when it comes to his international posturing, at times Mr. Martin has seemed less like a Liberal candidate than The Manchurian Candidate (original version). We might also remember that after Gomery, the Liberals' next biggest policy headache is the one masterminded by Mr. Strong at Rio: Kyoto. With friends like Mr. Strong, does Mr. Martin need any more enemies?

A year ago, Time magazine declared: "Not since Lester Pearson has a Canadian Prime Minister devoted so much intellectual energy to the UN" which, allegedly, is "what really winds Mr. Martin's clock." Mr. Strong was instrumental in Mr. Martin's appointment as co-chairman of a UN commission on Third World development while the future PM was waiting to be crowned Jean Chretien's successor. And who was the first international VIP guest of the new Martin government? Kofi Annan. Mr. Strong himself declared that Mr. Martin and Mr. Annan have "a high degree of chemistry." Indeed they do, unfortunately. They're both heading institutions that are threatening to blow them up. We shall have to wait and see if Chairman Mo survives the explosion.

The missing facts are: Not only are Volcker and Strong hooked with the ties that bind to Power Corporation Inc., a company under investigation in the oil-for-food scandal, Prime Minister Paul Martin was launched into the business world with Canadian Steamship Lines by Paul Desmarais’s Power Corporation Inc. and his predecessor Jean Chretien’s daughter, France is married to Paul Desmarais’ son, Andre Desmarais.

And according to the Mark Steyn article linked in post 51, Power Corp is the biggest shareholder of TotalFinaElf, which owned 25% of development rights to Iraq's oil fields, courtesy of Saddam Hussein.

Pretty direct trail: Volcker, boardmember of Power Corp, biggest shareholder in TotalFinaElf, collaborator of Saddam. Wow.

Power Corp. also controls Banque Nationale de Paris -- Paribas. BNP was, not coincidentally, the lead bank for the Oil-For-Food scam. And Power Corp. was also a major investor in Total/Fina/Elf -- the French concern which had negotiated a 25% share of Iraqi oil concessions with Saddam Hussein.

Thus, Paul Desmarais, the Canadian who controls Power Corp also controlled a.) the Canadian government, b.) the primary beneficiary of any relaxation of sanctions against Hussein, c.) the lead bank in the Oil-For-Food scandal and c.) the chief investigator of said scandal.

Indeed, it was "all about oil"...among those who resisted the Iraq war.

I find the whole affair to be really disturbing: Canada is not some Third World despotism, and the Canadians have a well earned reputation for valor in the First and Second wars and Korea, and have been great allies and friends of the United States.

They are in many respects our closest cousins, so we should be very concerned that they could give themselves over so easily to a such a hopelessly corrupt soft-socialist despotism.

That's what awaits us should the current Democratic party return to power in this country, since it would now combine Clinton's 'Boss Hogg' corruption with the hard-left Leninist politics of the MoveOn.org wing that has taken over the party.

I can't escape the notion that Canada -- and Canadians -- are better than what Canada has become.

That's what awaits us should the current Democratic party return to power in this country, since it would now combine Clinton's 'Boss Hogg' corruption with the hard-left Leninist politics of the MoveOn.org wing that has taken over the party.

An America subjugated to what the Democrat party has become would be the greatest danger that Americans -- indeed, the entire world -- have ever faced.

I knew about most of that stuff. But you do know, there's no conspriacy. Collusion, racketeering, fraud, manipulation, and treason maybe, but no conspiracy, uhn-uhn, no way.
