The dems had to have a bill they were positive Bush would not veto.

No! But .. since there is both a senate and a House version - it will go to a committee where they will try to put one bill together from both of them.
At that time - the House can say - NO TO THE AMENDMENT. Since DeLay is in charge there - I'd say the chances might be pretty good to get rid of the amendment.
If we all make enough stink - maybe we can get that dang amendment off the bill.
