If it is a complete cutoff without provision for wrap up and orderly termination, then no funds could be use to answer questions, respond to correspondence, print or distribute a report. As ridiculous as it may sound, anyone being paid from the investigation appropriation would be in violation of the law to even respond to a question.I have a question. How is it that the questions and accusations about DeLay have been allowed to grow if not for a provision, a bill, or some funding?
Or is it an entirely different kind of investigation and I'm asing about apples and oranges?

The funding is for the independent counsel. The allegations about Cisneros (and the clintons) are out there, too, but what's at issue here is the official report and the parties' responses (if any).

You're right, it is apples and oranges. The investigation being discussed in this thread was by a Special Council in the Executive Branch with an appropriation for that investigation. The amendment would cut off funds for that specific investigation and report. The Delay matter is simply the machinations of Congresscritters and the House Ethics Committee funded through the Congressional Legislative Branch appropriation.
