THE BOLTON SCANDAL [Rich Lowry] The head of the firm, IBTCI, that was involved in the Moscow incident, when Bolton allegedly chased and threw things at Melody Townsel, has written a letter to the foreign relations committee about the controversy. Weve posted the whole thing (its roughly written), so you can judge for yourself.
Here is a key passage: To the best of my knowledge, Ms. Townsel had limited contact with Mr. Bolton, who at the time she claims was hostile to her, was working on another project for IBTCI in Moscow (Healthy Russia 2000). Ms. Townsel's recollection of what transpired, ten years later, is impossible to square with the fact Mr. Bolton was not engaged by our firm to have any contact with her on any issue related to her activities in Kyrgyzstan. In fact, later Mr. Bolton became our legal counsel to represent our interests before the U.S. Government in response to Ms. Townsel's efforts to try to grab our contract. Her claims against Mr. Bolton make no sense but are consistent with her belligerent attitudes towards others.
In fact, Ms. Townsel's professional performance is central to understanding her behavior and her extreme hostility to anyone associated with our company. As a Team Leader, she attempted unsuccessfully to charge the U.S. government for disallowable costs. She became enraged and abusive when our Business Manager, Auditor, and Executive Vice President each questioned these activities/costs, The situation was so serious that we had to post an expatriate from Head Office to our project office in Kyrgyzstan to ensure that proper accounts were maintained as we bad lost confidence in her business and billing practices.
Her poor performance, treatment of other employees and attempt to take over our contract became issues; and thus I was required to step in and remove her from her position. Mr. Bolton's role with IBTCI was unrelated. to her activities at the time. At no time did we ask, or seek Mr. Bolton's intervention with her. I certainly did .not hear, contemporaneously; from any other employee in Moscow that anything occurred between Mr. Bolton and Ms Townsel in Moscow, Consequently, it is difficult to understand how Ms. Townsel could make such accusations with any veracity.
".. the failure of the GOP leadership to defend Bolton and enforce party discipline."
If there was any semblance of party discipline in the Senate, perhaps the heap of lesser Republicans might hesitate to pull their usual self serving stunts.
Unfortunately they operate with impunity.
Number One- Any Party that goes into the future counting on being out of power WILL be out of power. The Republicans are governing as thought they want that to be reality in '06.
Two- Dems gain the Majority, they break the filibuster. End of argument.
Well, so far he has been given the dubious honor of being titled a Maverick. Maybe he should will that be engraved on his political tombstone.
He might well concentrate his efforts on keeping his troops from straying, versus taking the slippery slope that could bite us in the ass for years to come.
Monday morning, on Rush, a caller stated that, when he receives the mailer for GOP donations, he sends it back with a letter stating: "NO BORDER CONTROL, NO MONEY."
I would like to amend that to say "NO SPINE, NO MONEY."

Mr. Brian McKeon
Counsel
US Senate Foreign Relations Committee
Washington, D.C.
Dear Mr. McKeon:
Thanks for forwarding the letter from Mr. Kalotra. As you are aware, my original letter to the U.S. Senate Foreign Relations Committee did not mention IBTCI directly because I did not think the identity of the company was directly relevant. In light of Mr. Kalotra's letter, however, I do feel the need to set the record straight on several points.
The first paragraph of the letter characterizes my report to US AID as a "willful attempt" to take over the contract. This is simply a reiteration of the "conspiracy theory" that was advanced by Mr. Bolton at the time in an effort to silence my criticism. These allegations have never been substantiated in any way.
The second paragraph of the letter claims that Mr. Bolton was not engaged by IBTCI to have "any contact with Ms. Townsel on any issue related to her activities in Kyrgyzstan." This statement is not accurate. Mr. Bolton made numerous statements to and about me in connection with the dispute. Several witnesses can verify this, including Uno Ramat, who has already been interviewed by the committee; Gary Vanderhoof of US AID; and John Johnston of Price Waterhouse. My affidavit will present more detail on Mr. Bolton's conduct during the dispute.
The third paragraph repeats the unsubstantiated charges against me, including an accusation that she "attempted unsuccessfully to charge the U.S. government for disallowable costs." This accusation is not only inaccurate, but manifestly impossible. I never directly submitted costs to the U.S. government, nor did I ever have the authority to do so. Per the practices proscribed by IBTCI upon my arrival in country in late January 1994, I submitted the project's in-country expenses to IBTCI, which would then directly and solely determine which expenses it would attempt to recover from the government. Moreover, Mr. Kalotra's letter also neglects to mention that IBTCI had already hired and directly trained its own local accountant when I joined the project in January of 1994.
Mr. Kalotra appears to be alluding to in-country expenses related to a joint staff retreat arranged by a Price Waterhouse employee, Samantha Ankarra Fuller, for the in-country staffs of all US AID contractors extant within Kyrgyzstan at that time. I did, indeed, incur and submit such expenses to IBTCI, but I never recommended that IBTCI should attempt to recover these expenses from the U.S. government nor, as stated, was I in any position to bill the U.S. government for them.
This unfounded allegation of financial impropriety was, in fact, developed and spread by Mr. Bolton in his efforts to suppress my criticism at the time of IBTCI. It was baseless then, it is baseless now, and my subsequent employment on large, multi-million dollar projects for US AID demonstrates that these allegations were never given credence.
The fourth paragraph asserts that there were no contemporaneous reports of the incidents involving Mr. Bolton. As discussed above, several contemporaneous witnesses can verify Mr. Bolton's involvement in the dispute, including his false accusations against me.
The final paragraph offers Mr. Kalotra's subjective praise of Mr. Bolton. Suffice it to say that I -- and, apparently, many others who have had dealings with Mr. Bolton -- do not share this opinion.
Regards,
Melody Townsel
So the DemoncRATs were LYING? and they got some shill to prop up charges? and VoinoSUCKER believed them? What a charade!
Betty Currie? Get your facts straight.
OF COURSE!!
Townsel has taken a page out of the Muslim playbook:
If it is expediant to LIE - DO IT!
I wouldn't believe a liberal accusation unless there were photos and videos to back them up, and even then I'd want to have the authenticity verified.
So Townsel, either put up some photos or shut up!
:-)
Subpoena her....right now!
What part of don't ping me don't you understand?
I did not ping you. I commented on your very funny post. Excuse me. Calm down. You will not be bothered again except by your own hostile personality.
Take some of those pills, you could use a few.
Biden, Dodd, Sarbannes, Boxer, Kerry, all of them would have been screaming to high heaven if this were a bimbo coming out of the woodwork to attack Bill Clinton.
The referential index of the pronoun "his" is Gingrich.
AMEN!!!
Sweet
