Althought the new prez on "24" is pretty close to a do-nothing himself.
I know what you are saying, because the VP is a deer in the headlights as of this point. But in the face of two terrorist attacks earlier in the day and a warhead in the possession of the terrorists as the next day begins, he HAS to make a decision about what to do to protect the country; that's his first concern. He can't say "We can't do anything to stop it unless we are sure an innocent party won't be inconvenienced."
OTOH, The "Amnesty Globals" think about protecting the Constitutional "rights" of the people who are suspected of taking actions that could make the Constitution irrelevant.
