amending the voter-approved I-601 spending limit.

What does Washington's constitution have to say about the legislature and governor overriding an initiative once its been passed by the voters?

Of course, I'm presuming that the 'I' in front of the number indicates that it's an initiative. Do I have that right?

Washington law does not allow the voters to change the Constitution with an initiative (only the legislature can initiate constitutional changes). That means that the legislature can change a law the people pass with a 2/3 vote within 2 years of its passage and with a simple majority vote after 2 years. For example, I-601 required a 2/3 vote to raise taxes but since it passed in 1993, the legislature was now able with a simple majority vote to eliminate the 2/3 vote requirement to raise taxes. Convenient isn't it?
