"Constitutional minority rights"? Uh, where in the Constitution is the right to filibuster? And if there was such a right in the Constitution, it would take a lot more than 51 votes to overturn it via an amendment.

There is no Constitutional right for a filibuster. There is however a Constitutional right not to be put to a religious test.
