"Miss Rice said abortion should be "as rare a circumstance as possible," although without excessive government intervention. "We should not have the federal government in a position where it is forcing its views on one side or the other. The "rare as possible" position was also espoused by Hillary.
It is also the position President Bush has stated:
~ Hardball With Chris Matthews 05/31/2000And another:
Matthews: [Clinton] said he was going to make abortion safe, legal and rare, So why ban it ?
Gov. Bush: I think the key is, is to change the culture first and foremost. I don't think anybody is underI don't believe people believe it can be banned. I believe we can do everything we can to make it, as the president [Clinton] said, more rare.
Getting the federal government out of the abortion debate and returning the question to the states (which is what overturning Roe v. Wade would do) is also the position Bush has taken.~ Larry King Live, 12/16/1999: Bush said "We need to convince people that abortion isought to be rare

I gather you are against Congress issuing laws against partial birth abortion.
Politicians always want to have it both ways and try to avoid taking stances on controversial issues. They issue delphic statements, which can be taken many different ways depending on one's personal views. Kerry did it with his being personally against abortion but did not want to impose his views on everyone. Hillary has also taken a similar tack. If you get past their words and look at their voting records, it becomes more obvious what their real positions are.
