The Hapless Misadventures of the Pinellas County Court System keeps getting stinkier and stinkier and scarier and scarier. Michael Schiavo’s attorney George Felos took his case and then filed the petition to introduce HB 2131 in 1999. Then the law in Tallahassee gets changed. Then the Schiavo case gets heard. In that order.

In April 1999 - House Bill 2131 was introduced in the Florida legislature by the Florida Elder Affairs & Long-Term Care Committee to amend Section 765 (Civil Rights) of the Florida Statutes. The amendments to Section 765.101 were the legal definition of “life prolonging procedures” to add: “INCLUDING ARTIFICIALLY PROVIDED SUSTENENCE AND HYDRATION, WHICH SUSTAINS, RESTORES, OR SUPPLANTS A SPONTANEOUS VITAL FUNCTION”. It becomes law on October 1, 1999.

Who lobbied for changing the law to make food and water be defined as “artificial” life support in 1999?

David Allen contacted the Clerk of The Florida House and was informed that “Bilirakis” was Representative “Gus Michael Bilirakis” (terms 1998 - 2000 and 2001 - 2003).

Note that the hospice where Terri Schiavo has been held is operated by Suncoast Hospice. Rep. Gus Michael Bilirakis lists himself on the Suncoast Hospice Board of Directors - along with George Felos who filed the suit in the summer of 1998 to withdraw food and water form Terri Schiavo. Who else has also been on that Board?

Side Note: George Felos, Michael Schiavo’s attorney, was a nine year member of the Hospice of the Florida Suncoast which operates Woodside Hospice where Terri Schiavo is housed. He was also a former chairman of that board. Felos resigned in 2002. Terri was moved to the Woodside facility in April of 2001 from a nursing home even though she didn’t qualify as a terminally ill patient and technically should not have been transferred. And to complicate matters further, medical records from Terri’s hospital admission in 1991 indicate there was trauma to her head and no evidence of any heart problems or other diseases. Additionally, Jude Greer worked side by side as county commissioner with Barbara Sheen Todd (county commissioner) for eight years. Barbara Sheen Todd is on the board of the hospice. Also, Judge Greer's fellow judge, Judge John Lenderman is the brother of Martha Lenderman (also on the hospice board).

Side Note: Mary Laybak, CEO of Woodside Hospice has direct ties to Euthanasia Society of America and Hemlock for Hospice, an organization that seeks to accelerate the dying process. Federal funds may not be used for these purposes.
The Hospice is a federally funded program designed for terminally ill and those whose death is eminent. Terri has been in Woodside Hospice illegally for three years under Medicaid payments, for free, courtesy of, yep, George Felos. Felos combined and conspired with Michael Schiavo to arrange for Terri’s “free” stay at Hospice Woodside as part of an “exit protocol” designed to advance Felos’ self-perceived messianic mission of “helping” incapacitated people to die by categorizing them as “terminal,” warehousing them, and depriving them of therapy and rehabilitation services.

US Dept of Health and Human Services is currently trying to collect $14.8 million from Florida Suncoast Hospice, owed to them since 1997. The squeaki-clean(not) Hospice is accused of patient brokering and several lawsuits filed by Attorney Jonathan Alpert are pending.

Side Note: Judge Greer’s fellow judge, Judge John Lenderman is the brother of Martha Lenderman, also on the, you got it, the same hospice board.
Our fine judge accepted as the basis of his rulings, the questionable testimony of Michael Schiavo that Terri would wish to be killed, yet Michael never stated this until after he had received the 1.2 million dollar settlement during which time he portrayed himself as a loving husband that just wanted to bring his wife home and take care of her.

The judge also accepted as the basis of his rulings, the “opinion” of a third doctor who is the brother of a close associate of George Felos, Michael Schiavo’s right-to-kill attorney, and very significantly, former Chairman of, you got it again, the same hospice board, Hospice of the Florida Suncoast, which operates Woodside Hospice in Pinellas Park, Florida.

The University of South Florida is intimately connected to Hospice and Hospice of the Florida Suncoast (the corporate owner of the hospice where Terri was being dehydrated and starved, and where she is once again interned).

The USF website gives information on continuing professional education to be held November 6th by the University of South Florida's Center for Hospice, Palliative Care and End-of-Life Studies.

The University of South Florida, Dr. Jay Wolfson's employer, has a partnership with, among other hospice organizations, the Hospice of the Florida Suncoast.

And that will not be the end of it. Other actions are forthcoming through the courts. These other actions have not been reported anywhere and will detail violations of law at the hospice which will shock even the hospice's own staff. The board of directors needs to act to protect the hospice from those in administration who have led this hospice astray and betrayed the hospice mission. The board of directors needs to act soon to prevent further damage by those who only wish to cover up their wrongdoing, intimidating any who voice opposition to their wrongheaded and illegal activities.

This amended complaint names two of the class of plaintiffs suing the hospice: Roylee Miller and Judy Reeves, and all others who have been harmed or damaged by the actions of the defendants.


The original case number in the Pinellas County Circuit Court is: 03-1620-CI-20

The following Exhibits are attachments to the lawsuit filed against Hospice of the Florida $uncoast in the Pinellas County Circuit Court. They are now part of the public record and may be shared freely with others. These documents are internal hospice financial statements and minutes from board meetings of the nonprofit foundation that gives funds to the hospice, from the board meetings of the nonprofit hospice itself, minutes from the for-profit subsidiary and various financial statements.

Final determination of the actual implications of these documents and the lawsuit's allegations will be and must be determined in a court of law. However, they are extremely relevant, and you are invited to come to your own conclusions for your own opinion on this matter.

Technical note for viewing: The following exhibits to the lawsuit filed were faxed to us by one of the parties to the lawsuit. Because the documents are in image form (showing the document), and they were faxed to us, they appear to cover a very large area of the screen. To make viewing the documents easier, if you have difficulty, increase the screen area shown on your monitor to more than 800 X 600 pixels. In Windows, to do this, you right-click any blank area of your desktop, click "settings," (or from Control Panel, click "Display") and then increase the screen area to the highest or largest amount of screen area. We were unable to "shrink" the documents down for easier viewing at screen area sizes that were smaller because the images of the documents became unclear when re-sized. Note: The For-Profit subsidiary of Hospice of the Florida $uncoast is a hospice data management software company. "Hospice Systems, Inc." is the for-profit software company that does business as "Suncoast Solutions." This for-profit subsidiary has financial statements shown below.

We have been unable to locate a record in the financial statements of the for-profit showing a loan as a liability to be repaid with interest to the nonprofit hospice. That doesn't mean it doesn't exist; it just means we haven't been able to find it. If any record of such is discovered, we will post it, but nobody has shown us such a document. What is interesting to note is that amounts similar to what is said to be a "loan" in the minutes of the nonprofit hospice show up in the financials of the for-profit subsidiary as stock in the for-profit. We have not yet been able to determine who owns this stock (perhaps the hospice?), and we expect that that data will come out later in the court proceedings.

If you know where the "loan" is recorded as a liability of the for-profit subsidiary and where it shows the "loan" is to be repaid with interest to the nonprofit hospice, please participate in our "Where's The Loan?" Contest!

In fact, "payback to Hospice" has not yet begun as the software company continues to experience issues and problems in its software, finances, development and expenses." - from the lawsuit.

"Suncoast Solutions has also released confidential patient information without authorization." - from the lawsuit. Although the memo states that the confidential information will be removed immediately IN 2001, this hospice "money-making" venture never did that; we at Hospice Patients Alliance know they did not since Hospice Patients Alliance has confirmed the confidential information is still there as of March, 2003 TWO YEARS LATER!! ... and was freely available to the public and all hospices who purchased the software from the hospice for-profit venture!
