ISLAMABAD, Pakistan (AP) — Osama bin Laden is on the run with a small band of fighters, but his al-Qaeda network has been paralyzed by Pakistani government forces, the country's foreign minister was quoted as saying Friday.

Debat said Zarqawi`s network is extending well beyond Iraq`s borders. Already Zarqawi`s foreign fighters in Iraq are returning to their home countries and beyond to spread the attacks more widely, Debat said. Zarqawi`s best lieutenants are being honed on the battlefields of Iraq; those he has determined are not making the grade are martyred in suicide bombings there.
"It`s very clear the people who have died so far are people identified as not suitable" to carry his work elsewhere, Debat said Thursday. "His ambitions very clearly are global. The question is when the shift is going to happen."
