WASHINGTON, D.C. - Acting Assistant Attorney General John C. Richter of the Criminal Division announced today that a federal district court judge in Milwaukee, Wisconsin has revoked the U.S. citizenship of Josias Kumpf, a former Nazi concentration camp guard who admitted that in the course of a mass killing operation in occupied Poland in 1943, he stood guard at a pit containing dead and wounded Jewish civilians, with orders to “shoot to kill” anyone who attempted escape.

Kumpf, 80, of Racine, is the 100th Nazi criminal successfully prosecuted by the Department’s Office of Special Investigations (OSI) since OSI was created in 1979.

Kumpf was born in the former Yugoslavia, immigrated to the United States in 1956, and became a U.S. citizen in 1964. In September 2003, the government filed suit to revoke his U.S. citizenship. In a decision released yesterday, U.S. District Court Judge Lynn Adelman ruled that Kumpf was ineligible for U.S. citizenship because he had “personally assisted” in Nazi persecution.

In reaching that conclusion, Judge Adelman relied on Kumpf’s own testimony regarding his wartime service. Kumpf admitted that from October 1942 to approximately October 1943, he served as an armed guard in the SS Death’s Head guard unit at the Sachsenhausen Concentration Camp near Berlin. As the court’s 16-page decision noted, Sachsenhausen was a place “where the Nazis confined, brutalized and murdered thousands of prisoners because of race, religion, national origin or political opinion.” Kumpf also admitted that in October 1943, he was transferred to the SS labor camp at Trawniki, Poland, where he stood guard over a pit containing prisoners who were “halfway alive” and “still convuls[ing],” with instructions to “shoot to kill” any prisoners who attempted escape. Kumpf continued to serve at Trawniki while the bodies of murdered prisoners were burned on an open pyre, after which he took a short leave and visited his family before returning to Nazi service, the court found.

“By his own admission, Josias Kumpf stood guard with a loaded weapon to ensure the complete and ‘successful’ perpetration of one of the bloodiest single-day slaughters of the Holocaust, the murder of 8,000 men, women and children at Trawniki, Poland,” said Eli M. Rosenbaum, Director of OSI. “He prevented the escape of those who had not been instantly killed, and the court’s decision to revoke his U.S. citizenship has secured a measure of justice for the victims of that massacre and their families.”

The case was litigated by OSI attorneys Stephen Paskey and Adam Fels with assistance from Matthew Richmond, Civil Chief of the United States Attorney’s Office in Milwaukee.

The denaturalization of Kumpf is a result of OSI’s ongoing efforts to identify, investigate and take legal action against former participants in Nazi persecution who reside in the United States. Since OSI began operations in 1979, it has won cases against 100 individuals who assisted in Nazi persecution. In addition, over 170 individuals who sought to enter the United States in recent years have been blocked from doing so as a result of OSI’s “Watch List” program, which is enforced in cooperation with the Department of Homeland Security.

Kamel Bourgass, who had already been sentenced to life for murdering a British police officer, fitted the profile of the extremists who had raised the suspicion of counter terrorist authorities in the immediate aftermath of the September 11 2001 attacks.

While UK counter terrorism officials were using the evidence presented in the Bourgass case to illustrate the severity of the threat, they were also aware that Bourgass is more akin to what the threat used to be rather than what it has become.

"If you look at al-Qaeda's initial aims, they see themselves as the vanguard: ignite the fuse and let events take off," says a senior French official.

"Osama bin Laden has succeeded in this aim. Other groups are taking off that have no real link to al-Qaeda.

"Its strategy is to remain a vanguard. It can't hope to control these various disparate groups, but they can soft pedal on their own attacks by getting other people to do them for them."

Understanding the new terrorist profile on the continent, while contending with threats from people such as Bourgass, have become the twin challenges."

JARAMI, Iraq, May 10 -- Screaming "Allahu Akbar'' to the end, the foreign fighters lay on their backs in a narrow crawl space under a house and blasted their machine guns up through the concrete floor with bullets designed to penetrate tanks. They fired at U.S. Marines, driving back wave after wave as the Americans tried to retrieve a fallen comrade.

Through Sunday night and into Monday morning, the foreign fighters battled on, their screaming voices gradually fading to just one. In the end, it took five Marine assaults, grenades, a tank firing bunker-busting artillery rounds, 500-pound bombs unleashed by an F/A-18 attack plane and a point-blank attack by a rocket launcher to quell them.

The Marines got their fallen man, suffering one more dead and at least five wounded in the process. And according to survivors of the battle, the foreign fighters near the Syrian border proved to be everything their reputation had suggested: fierce, determined and lethal to the last.

"They came here to die," said Gunnery Sgt. Chuck Hurley, commander of the team from the 1st Platoon, Lima Company, of the Marines' 3rd Battalion, 25th Regiment, that battled the insurgents in the one-story house in Ubaydi, about 15 miles east of the Syrian border.

Helmeted Driver Causes Scarsdale Scare

(1010 WINS) (SCARSDALE, N.Y.) A 43-year-old man wearing a bulletproof helmet and vest and carrying suspicious equipment in his SUV was taken into police custody Wednesday after he was pulled over and restrained with a stun gun, a police official said.

However, no immediate danger was found and the man was not arrested, said White Plains police Commissioner Frank Straub. He was taken to police headquarters for questioning and was to be taken later Wednesday to a hospital for a psychiatric evaluation, said Inspector Daniel Jackson.

"We have an individual who is acting in a very unusual behavior," Straub said. "It's still an open investigation. We need to do some more work to determine exactly what his intent was."

Straub said a member of an FBI task force spotted the man driving near the Kensico Reservoir in north White Plains while wearing a Kevlar helmet and a "tactical vest."

As the man drove south on Route 22, White Plains police were called and asked to stop him. He was pulled over just beyond the Scarsdale border and had to be restrained with the help of the stun gun, Straub said.

In the car, police found wires, batteries, a circuit board, a camera mounted on the dashboard and several canisters, one of which contained an unidentified liquid, the commissioner said.

Several houses in the area were evacuated and the Westchester County bomb squad was called in, he said. A bomb-sniffing dog found no explosives and the vehicle was later taken away by police as residents returned to their homes.
