Unfortunately, Kofi was correct. It was official US policy starting in the Clinton administration and continued under GWB to turn a blind eye to these sales to Turkey and Jordan. There is plenty of blame to go around.

You are talking apples and oranges here. The article says that we did not punish Jordan or Turkey for accepting the oil from Saddam. That is entirely different from saying that we were the ones in charge of interdicting the shipments. We could not have interdicted the shipments unless we either occupied Iraq or Jordan and Turkey.

Interdiction was for shipments made on the oceans by ship, not by shipments over land.
