I don't think the rest of the world perceives Mexico as an enemy of America.

They're not an enemy, but they're making a mockery of our border integrity. If they had any class, they'd put a stop to it on their side immediately.

Think about the US trying to do that to its own citizens. It could never work - and the US has many more resources than Mexico.
