To shoot toads wouldn't be hard at all - because you'd probably use a .22 for that - A/B licence - fill out one form and wait a few days for the police check to make sure you're not a convicted criminal. The bureaucracy only becomes onerous once you start wanting to buy semi-automatics - and even then it's not too bad, if you know what you are doing.
