I'm assuming the phrase "it takes two to tango" doesn't translate well into german.

Well, actually, it does:

Es nimmt zwei, zu tanzen Tango

When a verb appears in another clause besides the first, it goes at the end.

"Es nimmt zwei, Tango zu tanzen."
