It exists. It's created by state legislatures for cities with enough clout.

This is the first I’ve heard of “extraterritorial jurisdiction”.

It's a little like Col. Kadafi's "Line of Death" in the Gulf of Sidra a few years ago, and a whole lot like Uncle Aldolph's "Lebensraum" of the 1930's.

Essentially, even if they don't own it, they demand to control it.
The City, County, State, and Feds own all the badges, bureaucrats, jails, judges and prisons, so they make all the illegal and unconstitutional rules they want.
Joe Homeowner does as he's told, or pays the piper.
Occasional stories in the press stir the juices of outrage, but also serve to remind everyone who is really in charge.
Moral Victories are like shooting blanks. Thugs only respect power, and Joe Homeowner doesn't have any. The thugs are right about one thing... we won't do anything to help Joe Homeowner, for fear we'll be next.

The next Civil War is gonna be nasty.
