Very simple to stop - Taiwan could announce a national policy that each container ship from Red China must heave-to 10 miles offshore to take on a Taiwanese harbor pilot and military special operator inspectors ("trip wires") under combat air cover. Ships that do not stop would be considered hostile and subject to boarding by marines or be sunk.
Ummm... moot point. Chinese ships are not allowed within Taiwan waters. Good luck to any container ship trying to even get close. Not going to happen.
