Fine, define it however you like. If evil is the lack of god and nothing more, then an omniscient, omnipotent god who creates the lack of himself is evil at least in part.
Its not God that "creates" evil, that's the point. When human beings choose to turn away from God, thus "creating" a lack of God in themselves, then evil has been "created," but even then its only the state of one's soul and not a tangible entity.
