Perhaps instead of the goobermint of Israel looking at them from a political viewpoint, they should be looked at from a religious one. While a small percentage of Israeli-Arabs are terrorists, 100 percent of the terrorists are Muslim-Arabs and Zero are Christian-Arabs.
Just stating the obvious for the obtuse.
