I'll stand to be corrected but I thought I read somewhere the cable company got a cut of the home shopping channels, either via an affiliate deal or for carrying them.

If true stuff they can "charge for" and get paid for as well. The ultimate in cheap content.

I can't verify that, but I do know that the cable companies are required by law to provide all local channels. And that's how HSC and the like get in - they are broadcast locally on an obscure channel that you've probably never heard of.
