The headline was a bit confusing. At first I thought it was saying he was shot while under arrest.

That was my second thought. My first one was that troops who were under arrest shot him. I wondered why the troops were under arrest.

It wasn't to me. It just says what it says, ie, "CBS Cameraman Shot By US Troops Under Arrest." That is, US troops, while under arrest, shot the cameraman.

Nope, it says that the US troops, who were under arrest, shot the cameraman.
