That is true, but the Federal-Aid Highway Act (1954) was the act that put the system in place that we know today. There were a lot of reasons Pres. Eisenhower cited, the National Security aspect was one, creating jobs was another, but we were out of WWII, still involved in Korea and while troop movement was important, the nation's economy was paramount. I guess I shouldn't have said "primarily", but on a hierarchical chart of Interstate usage, I am guessing Public Travel would be well down the list of importance.
