Right. The reign of the ghouls. This is almost like a science fiction movie.
Sounds like a very sad story. Poor grandma, unable to see, dependent on someone to bring in food and that someone would rather see her dead.

Don't forget the part where anybody who steps in, or who advocates that the executive steps in to stop the miscarriage of justice, is derided as being a busybody or as advocating "big government."
