In the area of social justice -- how people are treated by the criminal justice system -- the status of blacks fell to 68 percent from 73 the previous year.

I'd be curious how they came up with that "fact".

My thoughts exactly. How does one measure how one is "treated by the criminal justice system?" If you are convicted of a crime is that a point against? And what does it mean to have fallen from 73% to 68%? Of what? I don't get it.
