Washington, DC, Apr. 4 (UPI) -- Buried in the emergency supplemental appropriation bill the Senate is to take up this week is a quarter of a billion dollars to build a headquarters for the nation's new intelligence chief, but a turf row is brewing over where the new building should be.

You are right about that if it passes it is destined for WVA.
the building should be located in kansas, colorado, or some other location remote from d.c.

I tend to agree. So far, I have not read anything about this 'Intelligence Czar' that would make me think it will improve matters.
Congress gutted intelligence and did not exercise oversight authority as it is charged to do. Now, they will pass the buck to someone who will be called "too powerful" in a few years.
The head honcho can still deliver the President's morning brief, but by secure video teleconferance. I'd say Ft. Leavenworth would be a good choice, if there is any room there, otherwise hollow out another moutain in Colorado or even just a big hill in Texas.
They don't need any new buildings, there are plenty of buildings. Just use whatever is available and concentrate the time and money on building an effective agency. Ten years from now when they have an effective agency, then they will know what kind of building and how and where it should be built.
But they don't have one with a bug-proof, secure Krispy Kreme and Starbucks on the premises.
They must have that, hence a new $3-Billion building (don't let the initial figure fool you - remember the new Russian embassy that was leveled and rebuilt?).
A suite in the Pentagon can't be found, right? So bureaucrat lords need to build another castle to chase skirts around the desk on the taxpayer dime. Whatta country. Whatta farce.
