I've never understood why so many people insist on this extremely annoying behavior. It's just weird.
It's a control thing. Left lane hogs want to force other people to do their bidding. I have a friend whose wife brags about doing that, driving the speed limit in the left lane then speeding up if someone tries to pass her on the right. She wants to control other people and keep them from driving too fast. You can guess which party she votes for.
Bad drivers like the left lane on the expressway because
there is less traffic there. They are just too dumb to
realize they are the reason there is no traffic ahead of them.
Its an epidemic in Minnesota. Self-appointed road monitors (most often state employees) ride the left lane slowing down huge lines of motorists who are on their way to more creative activities. Must think they're part of the MN highway patrol, but that's been politicized, too.
Good golly! I can't tell you how many times people change lanes and get in front of me and then slow down, even though I am not in the fastest lane.

Self-righteous, self-appointed speed bumps are what they are. lol
For the record, I find it annoying, too, but really, unless the driver is dawdling below the speed limit, how is he doing anything wrong?
For the most part I agree with you. But I have found one (fairly) good reason to use the left lane on the interstates. Sometimes the road maintenance is not kept up very well and the right lane gets severely washboarded and chewed up because of heavy trucks that are required to use the right lane all the time. If there's light traffic I have on occasion just cruised in the left lane because it's smoother.
But that's only happened a couple of times in my driving career. Mostly I just drive the speed limit and I keep to the right except when passing.
This left-lane blockage is very prevalent along I-580 West in Oakland, CA. I think it's a "screw you all" attitude taken to the streets.

I read a letter to the editor in my local paper a few years ago. The writer was responding to a previous letter that asked your question. This second writer said he did it just to slow down those who insisted on driving too fast.
That's easy.
We just want to piss you off.
