Passing on the right is illegal in most (if not all) Euro countries.
Most states forbid left lane hogging, independent of the speed limit. "Slower traffic keep right" or "keep right except to pass." It is possible to comply with one law while violating another, which, in most states, is what people doing exactly the speed limit in the left lane of a highway are doing.
RE: Even worse is they are too timid to pass trucks, apparently thinking it safer to drive alongside a tractor trailer in its blind spot at 55mph for 20 miles.
Bwaaahaaahaaa! I have termed this "passthetruckophobia." It is somewhat related to "wallophobia" (e.g. driving too slow when there is one of those concrete Jersey barriers at the margin of the road).
I live in Louisiana, very close to the Texas border. Texas has a "no hogging the left lanem you slow pokes" law, whereas Louisiana does not.
It is quite a shock to Louisiana folks driving down I-20 into Texas when they get pulled over for spending too much time in the passing lane.
The question is, is it legal to drive the speed limit in the left lane, and refuse to move over, if another car, or the prevailing traffic, is speeding for whatever reason? The answer is, in most states, that it's illegal too. The speed limit isn't the only traffic law on the books.

Essentially, people either have autobahn etiquette or they don't. The US is the best when it comes to just about everything - one of the few exceptions is the quality of the driving experience here (as well as the general quality of our drivers).

I understand that.
If I am in the left lane doing the speed limt, and I see someone coming up behind me fast, I get out of his way as a courtesy, and also because it is safer for me to just move into another lane.
But he is still breaking the law.

It was recently passed and will become law when the state legislature gets around to it. Whenever that is.
Courtesy is not mentioned in Nebraska law; you are legally obliged to move over. If you stayed in the left lane, you'd both be breaking the law: him for speeding, and you for failing to move right. Glad to hear you do move over, though.

"Slower Traffic Keep Right" signs need to be updated to say, "No, seriously, move your a$$ cuz you're causing accidents you lane nanny!!!"
And another sign, "Unless you have a parade permit, do not ride tandem with the front car in the right lane."
And another, "If you Harley riders want to ride tandem in a lane, stay in your own lane, not on the center line!"

The people being ticketed are breaking the law just like speeders and tailgaters (sp). To ensure the smooth movement of traffic, relieve traffic congestion and avoid accidents (more accidents occur in heavy traffic) the left lane is for passing, not dawdling. If they move into the left lane and go slower than the flow of traffic they are breaking the law. They can go the speed limit and obey the law, just stay out of the left lane.

Unless the clown is one of those weaving in and out of traffic with no-turn-signal morons and he just pops up on my rear end from another lane and tailgates me from 5 inches and expects me to accomodate his childish self-indulgence. Then, I just take my foot of the accelerator.
