The only times that isn't true are when it's a joint session of Congress, like for the SOTU..then C-span puts more cameras in, and they control the shots and the angles..

You're right..I just realized that..because you do see the near-empty House chamber..but aren't special order speeches still a House, and not a party fuction, per se...when the Dems are ranting, there's a GOP member...who drew the short straw, presiding, right?
