Both Grupo Beta, a department of the Mexican government that aids immigrants headed north towards the border

Anyone ever heard of this "Grupo Beta"? Does the Mexican government actually facilitate the movement of illegals northward? Why do we tolerate this? Bush should demand that this department be abolished and Mexico work to prevent illegal migration rather than assisting them.
