A "friendly" ME would be required to help justify the PVS claims post-mortem, Not even that. It could be attributed to "unknown causes." PVS (or so called PVS) doesn't require visible brain damage.

Perhaps, but there'd be a limit to how many PVS cases could be declared 'unknown causes' before things started to smell. Throwing in a random mix of hypokatemia, anoxia, infections, etc. might help hide the pattern.
