Lott has been actively fighting closure of bases because it provides a nice piece of pork he relies on. This is in large measure what the anti-Rummy attacks were about a few months ago. It was retaliation. Partly because Rummy doesn't kiss up to these Senators. Partly because they didn't wish to lose the funding.
Certainly people can argue whether the bases should be closed, I happen to fall on the side some of these bases are unnecessary. Lott's motivation, imo, is not altruistic but monetary.

One of the purposes of having area based representation, i.e. a republican form of government, is for the representative to do what is best for his constituents, which is precisely what Lott is doing, in other words, he is doing his job.
Military installations provide enormous income for local and state communities and their closure is devastating to local economies.
You can call it pork, but pork is as old as politics itself.
