I read that Powell offered to stay on and President Bush said no thanks. That could also be why Powell is so pissy.
I wouldn't be surprised if his fit of pique isn't also because Condi Rice is being so widely praised and admired for what she is doing in the job. I think that may be annoying him mightily. His sound bite sounds very much like a temper tantrum to me.
