It's not just Jeb or George Bush. The Executive and Legislative branches, on all levels, has ceded power to the Judicial branch. It didn't start when either of them took office. They are simply the latest office holders to accept this situation as "Constitutional."

I agree this did not start with Jeb or George, but I really expected more when I voted for Bush. Bush was the one who spoke so eloquently about the rule of law - then stood silent when it was broken.

And Jeb, I do not know much about him, I live in Texas, my personal observation is that FLORIDA IS A MESS in more ways than one, and Jeb is the Governor there.

I'm beginning to believe that the Bush Brothers are incompetent and speak with forked tongues.

That's a huge understatement. It's one of the most corrupt states in the Union throughout its structures. The Governor did ask for federal assistance, indicating his assessment that the State was no longer functional, but the attempt to help from the federal level was ignored. The Executive and the Legislature made no complaint, legal or oral, about that.
